Ilie Bucur, PhD – Director of Applied Systems

Professor Ilie Bucur, PhD, is the Director of Applied Systems (1998-present) and a chemist (BSc in 1972; PhD in 1991) by training. He also has a broad expertise in computer programming (BSc in 1994) and publishing. Dr. Ilie Bucur has over 30 years of research and over 15 years of university teaching experience in chemistry and mathematical/computational modeling in chemistry. He was the Director of the Research Institute for Chemical Fertilizers, Craiova, Romania (1990-1993) and the Director of the Research Institute for Chemistry and Technology Development, Craiova, Romania (2000-2001). Currently, Applied System has a team with expertise in desktop publishing and computer programming dedicated to Discoveries Journals’ publishing, starting publication of Discoveries in 2013 and Discoveries Reports in 2014. Discoveries Journals series (currently represented by Discoveries and Discoveries Reports) is a group of peer-reviewed, open access, online multidisciplinary journal, publishing high quality reviews and experimental articles from all disciplines related to MEDICINE, BIOLOGY AND CHEMISTRY. Thus, Applied Systems and the members of its management team have several years of scholarly publishing, with focus on life sciences publishing. This team is directly supervised by Discoveries and Discoveries Reports’ Executive Editors Elisa A. Liehn, MD, PhD (University of Southern Denmark, former at Aachen University Hospital, Germany) and Octavian Bucur, MD, PhD (former at Harvard Medical School). Dr. Octavian Bucur is an employee of Applied Systems srl, leading the technical and publishing team. This team is responsible with:

-           Identifying critical formatting problems for the articles under review (lack of critical sections such as Acknowledgements/Funding or Conflict of Interest sections), plagiarism check with advanced software

        • Processing the articles in the final format after acceptance

        • Updating the website and everything else related with publishing and submitting the published manuscripts in XML format to PubMedCentral

The number of members forming this team will vary with the workload.


Executive Editors, Elisa A. Liehn, MD, PhD and Octavian Bucur, MD, PhD 

      The executive Editors are responsible with the following tasks:

        • Initial prescreening of the submitted articles (with the help of the Senior Editors or other members of the Editorial Board)

        •  Assigning an editor (either a Senior Editor or a regular Editor) with the right expertise to each article that passed the prescreening process (starting 2015, the editor for each published article is disclosed on our website)

        • Quality check and final approval of each manuscript in the final format (for this task a major role is also played by Professor Mircea Leabu, PhD (Scientific Director of the Victor Babes Institute, Romania and former Executive Editor of Journal of Cellular and Molecular Medicine (JCMM) between 2009 and 2014))

 Dr. Octavian Bucur is an employee of Applied Systems srl, leading the technical and publishing team, co-Editor-in Chief and he is also responsible with the DOI assignment and final publication of each article on the website.

 Dr. Elisa A. Liehn is an Assistant Editor for Journal of Cellular and Molecular Medicine (JCMM) and performed this task for over 2 years. She is also an editor for the International Scholarly Research Network (ISRN) Cardiology. Dr. Octavian Bucur is an Associate Editor/Associate Faculty Member for F1000 since 2011. Both Elisa A. Liehn (EAL) and Octavian Bucur (OB) have been reviewers for several well known peer-reviewed journals for over 7 years, including the Journal of American College of Cardiology and Thrombosis and Haemostasis (EAL), Cancer Research and Molecular Cancer and Therapy (OB).


Editorial Advisory Board team

      The Editorial Advisory Board analyses and provides recommendations on all scientific, ethical and editorial aspects of the process:

Our Senior Editors (also members of the Advisory Board) are selected from well recognized researchers either in leadership positions (chairs/directors of research institutes/departments/divisions; research programs directors) or with extensive editorial experience gained with other journals. These are ones of the most respected researchers/clinicians in their fields of specialization. Their expertise and advice is critical for maintaining high editorial and publishing standards, and for an optimal development of the journal. Currently, we are proud of our over 120 Editors and 53 members of our Advisory Board.

    Due to a high volume of article submissions, our peer-review process takes more than usual. The pre-screening decision is released in 1-2 days, while the peer-review process lasts between 10 and 20 days.

Please be aware that we are testing all received articles with specialized software for PLAGIARISM and WE WILL TAKE MEASURES if your article is already published or in consideration for publication by other journals!   • 2020, April | For Authors!

    We are happy to let you know that all articles published in Discoveries are now on PubMedCentral (PMC). New accepted articles will be included in PMC and PubMed within 1-2 weeks after their publication.

  • 2020, January | For Authors!

    Starting in January 2020, Discoveries will also consider articles submitted by Discoveries' Editorial Board members. However, only a small number of such articles (maximum 4 articles/year) will be considered for publication after the peer-review process, and the authors who are also our editors will be clearly disclosed. 

  • 2019, September | Indexed by PMC

    Discoveries is now indexed by PubMedCentral and Pubmed. The agreement with US National Library of Medicine was signed on September 10, 2019. Our next step is ISI Web of Science indexing. NOTE: previously published articles will be included on PubMed in early 2020.

  • 2019, September | PubMed inclusion!

    We are happy to let you know that Discoveries successfuly passed the last step (Technical Review) required for PubMedCentral and PubMed inclusion!

  • 2019, June | PubMed inclusion News!

    We are happy to receive positive comments from PMC/NLM-NIH regarding Discoveries' last step (Technical Review) required for PubMedCentral and PubMed inclusion. We will let you know once whole indexing process is completed. 

  • 2018-2019 | For Authors!

    From now on and for at least 1 year, we will only accept articles from authors that are NOT members of Discoveries' Editorial Board. All articles submitted by our editors will be immediately rejected until further notice. 

  • 2018 | PubMed inclusion News!

    Discoveries successfully passed the Scientific Quality Review by NLM-NIH for PubMedCentral and PubMed indexing. This is the first and the most important step towards PubMedCentral and PubMed indexing! The second (last) step is the Technical Review.

  • April 2016 | Faster Peer-Review

    Starting on April 13th, all articles selected for a peer-review will receive the post peer-review decision within 10 days. The initial pre-screening time will remain the same (48h from the submission of the manuscript). This decision will significantly accelerate the publication, with no effect on the quality of the peer-review process.

  • February 2016 | Manuscript submission

    Discoveries is commited to excellence, quality and high editorial standards. We are receiving an increasing number of manuscripts for which the identity of the authors/corresponding author can't be verified. Please NOTE that ALL these articles were and will be immediately REJECTED. Indicating an institutional email address is the easiest way to overcome this problem! Moreover, we do not accept any pressure on our editorial board to accept a manuscript. This results in a prompt rejection of the article.

  • January 2016 |Discoveries-AIM

    After reaching all proposed milestones until now (including being indexed by Google Scholar in 2014), Discoveries' next Aim is PubMed indexing of all its articles (already published and upcoming). There will be no charge for the submission or publication of articles in Discoveries before PubMed indexing.

  • August 2015 | Discoveries - on PubMed

    We are happy to announce that our first Discoveries articles were included in PMC and PubMed. More articles (submitted by NIH funded articles) are now processed for being included.
